Over the years we have seen many dogs, predominantly Singapore Specials, kept as guard dogs at factories, workshops and religious sites. They are often chained or confined in horrific conditions unable to exercise, go to the toilet outside of their space, or express any kind of natural behaviour. These dogs suffer as a result.

Seen only as an object there to serve one purpose - to guard the establishment - these dogs are often kept in unhygienic conditions and have no access to medical attention. Their mental and emotional needs are ignored. It’s time for change.

Our new petition calls for changes to be made so that factories, workshops and religious sites cannot keep animals unless certain needs are met. Currently, the law only states that an animal must be:

  • Leashed up to avoid getting lost or disturbing others unintentionally. This directive gives these owners an excuse to chain the dogs for long hours.

  • Provide adequate shelter from the elements. This remains debatable as the dogs confined in these badly designed cages located outdoors are often exposed to extreme heat wave or torrential rain. The temperature and humidity in Singapore has been increasing recently and these dogs have no reprieve from it.

  • According to the AVS guidelines, if a dog is chained up, the leash must be 2m from the snout to the base of the tail, which does not allow much movement for the dog.
